State Government

Councils are not responsible for all roads in their areas. Main roads (or arterial roads) are usually the responsibility of the state government authority, VicRoads.

And the State Government has other roles related to walking too - they manage Victoria's public transport system, and also take responsibility for encouraging the sustainable transport options through programs like TravelSmart.
