Reports into Burke Road North/Lower Heidelberg Road 

When reading these reports and extrapolating the data sets the reader needs to consider several key factors:

1. There is never a direct reference to the Burke Road North Roundabout, yet this is one of only a handful of main road intersections that link to main arterial networks in Banyule.

2. Traffic counts are referenced on the two main roads (Burke Road - between the Boulevard & McArthur Road & Lower Heidelberg Road) immediately outside the roundabout precinct, yet are feeding directly into the roundabout on BRN. Scram Aggregate by Approach Volume data is collected by loops in the road at locations where traffic signals are present. Hence, the McArthur Road intersection and Lower Heidelberg Road south of Banksia Street.

3. Local traffic issues (Traffic volume, speeding, and CrashStats) are often referenced off Burke Road and Lower Heidelberg Road and subsequently Rosanna Road. For this to occur the majority of traffic must have passed through the BRN roundabout. 

4. Note the relative age of the data sets in the reports. When considered in the context of the most recent population growth figures, year on year in Melbourne, especially to the North and North East, the cited traffic volume is significantly under-representative of the true figure of traffic movements through the BRN roundabout and its immediate precinct.

1.North East Integrated Transport Study (NEITS) July 2006 (PDF 11MB)

The NEITS July 2006 is a major State Government report into transport provision to the northern suburbs of melbourne. The report has implications for the BRN roundabout as it identifies BRN and Lower Heidelberg road as strategic main roads to Melbourne's north.

- Burke Rd between Mcarthur Rd & The Boulevard is listed as one of the busiest key roads in the NEITS study covering the municpalities of Banyule, Manningham, Nillumbik & Whittlesea.

- The position of the traffic count between Mcarthur Rd & The Boulevard is of note as this is the primary linkage up Burke Road North and the roundabout and Lower Heidelberg Road.

 

2.Banyule Local Area Traffic Management Strategy - Andrew O'Brien & Associates Pty Ltd - Final Report  - February 2000

The BLATMS is one of several reports the Banyule City Council has commissioned over the last decade to assess traffic management within Banyule. Within this report, Lower Heidelberg Road and Burke Road North feature as significant issues for the BCC road network.

3. North East Integrated Transport Study - Strategic Context - Discussion Paper - Maunsell Australia Pty Ltd - October 2003

The NEITS - Strategic Context Discussion Paper - October 2003 - outlines the strategic context of transport within the City of Banyule. This report has ramifications for BRN and Lower Heidelberg Road and the BRN roundabout.

This section gives strategic context to the disproportionately high traffic volumes on Burke Road North & Lower Heidelberg Road.

This section outlines policy and strategy conflicts within Banyule. Of particular note for the BRN Roundabout is the increasing role of Rosanna Road as a major north south connector into Lower Heidelberg Road then Burke Road North as the main road arterial link to the Eastern Freeway. Dramatically increasing traffic volumes on Burke Road North bare testimony to this fact.

 

4.Banyule City Council have been petitioned on several occasions on the issue of pedestrian safety at the BRN Roundabout. The last occasion was on 19 February 2007.

The BCC has been petitioned and lobbied for changes relating to pedestrian safety at the BRN roundabout. The above link is last petition in 2007 to the BCC on this issue. 

 

5. Banyule City Council - Road Management Plan - Draft Version 3.00 - April 2009

The Banyule City Council (BCC) - Road Management Plan lays out all the operational and obligational arrangements that the BCC has in place or intends to implement in the near future. It sets out its charter to the citizens of Banyule in regards to the provision of all matters relating to road management under its control.
